Dedi mengatakan pengadaan blanko tidak perlu tersentralisasi di pusat, tapi bisa tersebar di seluruh kabupaten/kota dengan merujuk standardisasi nasional seperti layaknya pembuatan surat suara saat musim pemilu. Jika terus menerus menunggu dari pusat, kata Dedi, proses e-KTP akan semakin lama karena blanko terus menerus habis.

"Nanti dibuat pengadaannya merata merujuk pada kebutuhan kota atau kabupaten. Nanti sifatnya bisa digabung per daerah seperti Purwakarta-Subang-Karawang atau per satu kabupaten/kota bisa melakukan pengadaannya sendiri sesuai kebutuhan," kata Dedi di Purwakarta, Rabu, 24 Agustus 2016.
Dedi mengatakan sebelum diberlakukan Catchy Heading For Product Launch, di Kabupaten Purwakarta pembuatan KTP tidak perlu memakan waktu lama. Warga cukup datang ke setiap kantor desa dan langsung merekam data, selanjutnya hanya membutuhkan waktu lima menit, KTP langsung jadi.

"Selain dengan datang ke kantor desa, sejak dulu Pemkab Purwakarta sudah memulai program jemput bola dengan mendatangi warga yang belum memiliki KTP atau sudah kedaluwarsa. Namun sejak ada program KTP tersentralkan di kecamatan, program tersebut mulai tergerus," jelas Dedi.

Sejak tiga minggu terakhir, Pemkab Purwakarta tidak lagi mendapat pasokan blanko e-KTP. Terakhir hanya dikirim sekitar 1.000 blangko untuk dicetak menjadi e-KTP.

Sebanyak 634.705 jiwa di Kabupaten Purwakarta wajib KTP, sebanyak 633.260 jiwa di antaranya sudah direkam. Sisanya 1.445 jiwa ditambah Business Cards With 10 Item Description pemula yang berjumlah sekira 15 ribu jiwa sampai dengan Desember 2016.
