Kekayaan laut Arafura atau Arafuru disinyalir setiap tahunnya hilang Rp11,8 triliun. Kehilangan kekayaan alam ini sebagian besar akibat dari kegiatan pencurian ikan.

"Itu hasil litbang kami," kata Direktur Jenderal Pengawasan Sumber Daya Kelautan dan Perikanan Kementerian Kelautan dan Perikanan, Syahrin Abdurrahman di Bandara Dumatubun, Langgur, Sabtu (24/11/2013).

Syahrin bersama jajarannya melakukan pemantauan dari udara bersama belasan aparat Pengawasan Sumber Daya Kelautan dan Perikana (PSDKP), terhadap aktivitas kapal ikan di perairan laut wilayah Maluku Tenggara dan Kepulauan Aru.

Pemantauan selama hampir 3 jam menunjukkan ada sekitar 150 kapal ukuran besar dan kecil dari berbagai jenis yang beroperasi. Termasuk kapal asing dari Thailand, China dan Taiwan. Pihaknya belum dapat mengetahui apakah kapal-kapal itu beroperasi secara legal atau tidak.

"Jadi, hasil pantauan tadi itu akan kita sampaikan ke kapal pengawas untuk melakukan pengecekan," kata Syahrin.

Kapal pengawas milik Kementerian Kelautan dan Perikanan itu memiliki keterbatasan dalam tenggat waktu tugas (endurance) terkait bahan bakar minyak dan logistik. Sehingga sampai sekarang masalah pencurian ikan di Arafura dan di seluruh wilayah perairan laut Indonesia umumnya belum dapat diatasi.

"Jarak dari Penambulai (salah satu pulau di Kepulauan Aru) tempat kapal pengawas berlabuh ke ratusan kapal-kapal ikan tadi itu 100-150 mil. Kapal kita tidak punya bahan bakar dan logistik cukup untuk bisa terus melakukan pengawasan," ujar dia.

Sehubungan dengan itu, KKP sedang membuat kapal SKIPI (Sistem Kapal Investigasi Perikanan Indonesia) yang memiliki kemampuan endurance hingga dua minggu dan kecepatan berlayar 25 knot.

"Idealnya, untuk mengawasi seluruh wilayah perairan Indonesia dibutuhkan 86 kapal SKIPI. Tapi kalau kita sudah punya 40 saja mungkin sudah cukup untuk mengatasi persoalan ilegal fishing ini," ungkap Syahrin.

Syahrin menambahkan, potensi ikan di perairan Indonesia mencapai 6,5 juta ton setahun. (Ant/Ism/Mut)
