Sebagian dari pembangunan ekonomi Indonesia hingga saat ini masih dibiayai dari utang. Padahal jika Indonesia mampu meningkat rasio penerimaan pajak terhadap produk domestik bruto (PDB) yang saat ini baru mencapai 11%, pemerintah tak perlu lagi berutang untuk memenuhi kebutuhan Anggaran Pendapatan dan Belanja Negara (APBN).

"Ini kalau penerimaan pajak bisa ditingkatkan menjadi 15%, maka APBN kita tidak perlu utang lagi," ujar Mantan Ketua Mahkamah Konstitusi (MK) Mahfud MD saat berbicara dalam diskusi Pemimpin Bangsa Bicara tentang Pajak dan Indonesia Mandiri di Universitas Islam Negeri (UIN) II, Ciputat, Tangerang, Banten, Rabu (13/11/2013).

Rasio penerimaan pajak sebesar 11% saat ini diperkirakan telah mampu menanggung 70% beban APBN. Artinya, bukan hal yang mustahil jika Indonesia bisa mengurangi tumpukan utang bila penerimaan pajak meningkat.

"Akan ada banyak utang pemerintah yang bisa diatasi kalau pajak bisa ditarik secara efektif," lanjutnya.

Mahfud yakin, potensi penerimaan pajak di Indonesia sebetulnya masih sangat besar. Namun pemanfaatan potensi ini harus diiringi peningkatan kepercayaan terhadap pihak yang berwenang untuk melakukan penarikan dan pengelolaan pajak.

"Banyak juga para pegawai pajak yang menolak jika diberikan uang saat pembayaran pajak. Petugas seperti ini dapat dijadikan sel untuk dikembangkan dalam tubuh Dirjen Pajak. Juga harus ada tindakan tegas untuk menertibkan pegawai pajak yang melakukan penyelewengan pajak," katanya.

Dengan semakin besarnya kapasitas ekonomi Indonesia dimasa depan, rasio pajak yang dituntut bakal dipacu semakin tinggi. Selama ini, rasio pajak dalam arti sempit hanya pada berada di kisaran 11%-12%, dan ditargetkan meningkat menjadi 19% pada 2019. (Dny/Shd)
